Didn't we just see a video on how the arabs seed the clouds for rain and how they know exactly when it will rain and how they announce it to the population? Also in the video was talking about the poor flood management in the arab areas because the cities were never built to handle the water.

Yea, i'm familiar with clips of them using cloud seeding tech to not only make it rain but also make it snow for the residents and have actually turned some desert areas completely green 18 months later with all sorts of shrubs bushes trees and flowers from regular cloud seeding cycling.
