I am fairly sure that is the intent. Iran will nuke Israel but somehow it will only hit Gaza and be extremely low yield but high enough to destroy most of the US carrier group so that now it's "our fight"... Etc etc..

They are sending the Truman to the Red Sea to be the green flag. SECNAV wanted to decommission her rather than refueling the reactors in 2019, but Trump blocked it. Truman was supposed to be refueled in 2024, and instead of scheduling dry dock time, they are sending it to the Red Sea. Not hard to figure this one out.
