1. The constitution is the highest law in the land. (It spells out the rules and restrictions of all three branches)
2. No branch has the ability to change the constitution as they are subordinate to it. i.e. An underling can not change a boss' job description
3. The treaty powers described in the Constitution, granted to branches, can never ever supercede the Constitution. Full stop.
