Yep, as well as to prevent Germany/ Europe from reaching any accord on oil access as a preclude for further talks involving a peaceful resolution in Ukraine. Another is green house emissions requiring Germany to reduce its massive manufacturing capability to meet it's emission obligations and now discussing moving manufacturing offshore to China - no oil no way to maintain the current level of manufacturing - things already being foreshadowed politically in germany.
