Government ownership - yeah that will fix things. Securing the resource is only the tip of the iceberg. What ISN'T being addressed is the processing end of the equation. Separating the individual rare earth compounds from each other is a laborious process utilizing ion exchange resins and solvent extraction. The US currently has close to zero capacity to do this.
