My understanding of it is basically that the FBI were in on it. They were working with "assets" to instigate and amplify the violence and they were closely observing it all with high def video footage.
Not sure it will be the shocking revelation that it really should be. At this point of be more surprised if some major social unrest occurred without FBI involvement.
There's also this angle about how they had all the assets to scope the event out like it had been planned by them for months and months.
