"We were at an Airbnb, so there wasn't even any – the thing was there was no communication because there was no cell service, we didn't have GPS on our maps, we didn't know where we were going, nobody was directing us. It was utter confusion," Jen Lucander said.
No cellular service in the area means no map data. If they were using their cellphones for GPS mapping, the cell phone was likely having map trouble because of the lack of data connection to get map images instead of the GPS signals not be receivable. An NPC would make no distinction between a map image data failure and a GPS connection failure because they are too ignorant to know the difference between the two things. With E911 services being down as well, that all points to the lack of cellular signal. I'm sure E911 was still functioning but their cell phones just could get connected.

All but the the traffic lights being out are cellular connection problems. The traffic lights are due to power cuts and or damaged power lines and equipment. Don't go massive conspiracy theory here when all you have is some quotes from an NPC who doesn't know shit about anything. It's going to be the mundane reasons for this to have happened rather than the incredible ones.
