The more likely outcome is that the CDC took them all. They just lied about it because:
- Transportation of these sorts of things is dangerous. An accident (fender bender/leaking container) could release them along the route.
- They knew about the lab all along and had people involved in it's daily activities to reap the rewards of the test results.
