If this isn't an image processing error, or an attempt to photo shop out an image, and it is some real camouflage tech, then it could be something along the lines of that stuff you spray on license plates that scatters the image for photo radar/speed traps.

We’ve been openly doing this for at least 10 years. The way it was described to me didn’t produce the exact results shown in the film clip, But that was 10 years ago. I’m sure the technology has come a long way since then.
