Apparently sniper #1 left the post to look for Crooks at ground level. Then when sniper #1 couldn't find Crooks, he wanted to return to his post but found that his keycard wouldn't let him back in the building. He radioed to sniper #2 to come open the door for him. So sniper #2 left his post to go open the door. So the sniper post was left totally unmanned. Right at the time when Crooks was on the roof and taking shots.
