They've always done this, the bias on the data lines tells the device it can charge, and what current it can charge at. It's supposed to keep the device from trying to charge from a charger that can't support enough current to charge and run the device at the same time, but it's a PITA because it won't let the higher current devices charge from a 1A charger, which should be no problem, even if it is slow.

It has the effect of locking out other chargers that don't have this bias. It's a real "won't you think of the children?" moment.
