The same logic used here should be used by courts in how the US Census counts illegal immigrants. They should NOT be counted at all. That would stop the Democrats from wanting them in the country.
I posted this comment somewhere else too. I like states rights but this is one they should not have control over.
There should be a federal law that Non-Citizens (no matter what type, green card, visa, illegal, etc) should not be allowed to vote in ANY election no matter how large or small, city, state, etc..
The punishment for them doing so should be 20 years in a jail like Gitmo then deported and banned from the country for life.
I say you can't vote for the first 21 years you are legally here. Our citizens can't vote for the first 21 years, why should immigrants (who the dems pay off for gimmes) immediately get to vote. You gonna vote us into the country you just left, you can go fuck off.

Yeah, I am ok with adding that too. That is a good idea. It means that if they "naturalize at 21" they can't vote until they are 41 even if they are a "citizen".
It would do a lot to stop the "browning" of America as well as the Islamification.
