It's a little more complicated than that. The Smith Mundt modernization act made it legal for broadcasters to take foreign money for disseminating propaganda on US Citizens. In other words it's now completely legal for organizations like CNN to take Chinese money to propagandize the US for the benefit of the Chinese.
