Of course. The Russians will use nukes only when Russia is toast: There will be no civilization anymore if there is no Russia. Then they will use all nukes at once. The Ukraine is for the Russians what DC is for Texas: They want to liberate it - and not destroy it.

The Ukrainians are preparing a dirty nuke for the propaganda effect. Telling everybody that the Russians already threatened to use a tactical nuke is a preparation for that event. The critical part is to convince the IAEA to testify that it was a Russian nuke. But that's not impossible, they did the same with the OPCW when they staged the "Assad is gassing his own people" events.

Edit: The use of missiles from the 1980s as decoys to saturate the air defence seems to be the true core of the story: https://southfront.org/russian-military-tricked-ukrainian-air-defenses-with-soviet-cruise-missiles-converted-to-decoys/ - it just has nothing to do with anything nuclear.
