I don't think Nazi Germany treated those peoples honestly, despite trying to use them.

On 10 June 1940, when Italy declared war to France, the French ambassador André François-Poncet told Ciano "you are stabbing a man already fallen to the ground, remember that the Germans are cruel masters and you will understand some day". The treatment of the Legionaires was evident of this reality.
