Does anyone know if there is emulation software I could spin up in a VM for AS400/IBM mainframe stuff?

As far as I know, there isn't an AS/400 emulator. It's a very specialized system with a lot of IBM proprietary chips in it.

you can gain access to the server side with a terminal emulator. Close as you are going to get.
