It has that old school tube-like glow. The third matrix character from the right is missing the bottom line. Could just be a short or dead trace on the PCB.

You can try to borrow/bridge the power from another line to see if it lights up.

That is the plan, going to probe with 1volt off my bench top power supply to the terminals to see what lights up. Also gotta check out the internal engineering on this thing, Will post retro electronics porn.
