Imagine the news story about this that the NK government will tell it's people. They have to explain who Greta is, why she deserves such "protection" and then explain away things like how a young girl came by to possess a boat, travel freely outside of her own country etc. while all trying make their citizens believe that their life is a utopia compared to the rest of the world.
