Man...that is kind of weird.
I am a "weird comedy can be hilarious" types. But...this is just off, man. It's weird. Feels like it is trying to be cute. But it's just weird. Not cute. Not funny.
Maybe if this was a video one of his employees made to mock Bill as a laugh, as an inside joke, this video would be hilarious to those involved. That's the only context that this video would be funny, that I can think of.
