China easily rooted Google the last time they had a Chinese office. If they are trying again, I expect they won't be connected to their WAN. Ultimately Google has nothing to offer the Chinese that they don't already have. They would only be permitted to operate because the Chinese are hoping to gain access to NSA systems once again.
