Some of the best offensive hackers in the world come out of Russia. It would be reasonable to assume that some of the best defensive hackers in the world would then also come out of Russia. If they can avoid getting involved in international politics, I don't necessarily see a problem with this. The alternatives are going to be largely US-based but Leftist or Israeli companies.
