Probably a cleverly-designed balloon. 3,000 feet (three fifths of a mile) is far too high for a jetpack, the existing tech for those has VERY limited range/altitude. It also makes zero sense for anyone capable of acquiring a working jetpack to fly into controlled airspace where you'd encounter active air traffic and federal radar monitoring.
