It is not possible to ban as that also bans digital currencies and online payments. Furthermore it is possible to do an end to end encryption with an unencrypted HTTP using javascript. It is also possible to stealth encrypt data as something else.
I think they will let PayPal, Banks, etc keep their encryption privileges. So any website using an “approved” CC processor will be allowed to keep operating. The CC processors will have to turn over ever transaction to keep their approval of course.
They will also allow sites like Coinbase and Robinhood to keep working because they own them and want to control crypto. But anyone starting a new crypto will need government approval or have to locate it on an “approved” exchange. Or it will be government issued crypto.
But if a citizen, not a large corporate entity, uses any type of encryption it will be a crime. That way they can arrest you whenever you are guilty of wrong think.
