Don't get excited. This looks to be just a tuner, not a two-way. You'll be able to hear other people communicating, but be unable to do so yourself.

I'd buy one just to listen to be honest. Learn about what activities are happening in the area low key.

Yes, it's a radio for listening. Transmit bands are limited because it can interfere with other services.

For example, it wasn't that long ago you could buy Chinese-made $100 2M units that could transmit on almost any band, including things like aircraft and weatherbands. I'm not sure you want some jackwad kid blasting where the white wimminz at over landing frequencies at the airport.
