Ever wonder why they stopped after failing with SOPA and PIPA in 2011? Because they were able to buy out and/or assassinate noncompliant social media owners (aaron schwarts) to maintain their stranglehold. Then tiktok comes along and they realize they could not simply buy them out.

The original PATRIOT Act was for the internet the NSA already collects and monitors it all. I do see what the negative implications are if they start blocking/banning apps though.
