The people who need handouts will be abandoned and left to die as soon as they're no longer useful. They have no allies because they are mostly useless, so they'll fall for anyone who says nice sounding things just for the chance to have an ally.
I don't think it is considered a handout to be given some comfort if some group is recruiting people.
So the northwest movement wants people to move there, but also to provide for their own needs - which makes a huge percent of viable whites unable to do so. These whites have families to feed and will need housing and food immediately, along with jobs eventually.
If that can't be guaranteed, then there is a dramatic drop in the number of people that can join in.
Grapes of wrath sort of outlines this. There are promised jobs in California during the depression, so everyone from the dustbowl loads up the car and heads west. The prospect of a job is the biggest incentive.
I have no idea what the job market in the northwest is, but it would seem to be either highly unstable or completely libtarded up.
A very hard decision for a white family to make.
