This is a great point - You are absolutely correct. This is one of the big hurdles to overcome with elections bc, as it stands, MS is the only option to run all the election technology. Unless we ditch technology in elections entirely, the only option is to use General Public License (GPL) open source.

You have to watch the open source stuff, though. Much of the open source isn't true open source - there's still a proprietary element - the only true open source is GPL. Tech knows most people don't know the difference and try to slide one over on us.
