I don't think that comparison really matches up.
There is still a Scotland. Ulster Scots are in Scotland, so by saying that they are not native, it is to say that they are not Scottish.
I don't live on Comanche or Blackfoot lands. The countries of those peoples either don't exist anymore, or are relegated to small reservations. I don't remember the last time I saw a "Native American", tbh. I live in a community that is almost entirely white, in a country that is majority white, and that country was founded by white people. I don't live in a reservation, nor the leftovers of Cherokee cities, nor am I part of their culture.
Just as it was before they settled here (or conquered the lands from some other tribe) there aren't "Native Americans" here. It isn't their land. The people born here, descended from those who built this place, are truly native in every meaningful way.
Sorry I think you misunderstand - Ulster Scots are in Ulster, not Scotland. They still regard themselves as British or Scottish depending on the context even though they have been in Ulster for over 400 years. A lot of Americans also seem to think like the Ulster Scots, using monikers such as Irish-American, Italian-American etc. to indicate the land to which their people are native while also indicating that they are American colonists.
It is a valid point of when someone becomes native though. Most Irish are Nord/Gael ethnically due to the Nordic invasions/settlements in the 10-12 centuries. My name is Norman in origin, but the Normans got here nearly 900 years ago, so am I truly native? Or are only my Gaelic genes native? But the Gaels originated around the banks of the Danube (according to our mythology), or from the Iberian peninsula. So are even the gaels native or do we have to go back to the Fir Bolg. All I know is it would be better if the Nigerians fucked off home really.
