If reperations were about social justice for those whose ancestors were slaves wouldn't they be distributed based on whose anestors were slaves, whose ancestors were slave owners, and whose ancestors were neither instead of skin color?

If slavery were responsible for black underperformance then wouldn't there be a measurable difference between the wealth of ancestors of slaves vs blacks with no history of slavery?
