You can get mocap software that will run off a webcam for cheap/free. Facerig is $15 on steam.

You can use Unity (free) to animate models. You can get surprisingly high quality models and props for free off the unity store.

I've used Unity and there's absolutely a learning curve, but if you have a 110+ IQ and are willing to go through a few tutorials it should be easy to get some simple animations going.
The problem you'll run into is that the assets available in the store have wildly different styles. Best thing to do is make using the different styles along side one another seem intentional, the way murdoch murdoch does.
