The Virginia Beach shooting would have been more like 14 to 28 killed or if the size of the other group was 12 people 12 people killed.

The amount of shots they let go is crazy for only 2 of 10 injured to die

Gave? They created and controlled everything. The bomb maker 'FBI asset' recorded his conversations with his FBI handler..."I've started making the bomb under bureau supervision" The FBI created the terror cell, picked the target, supplied the bomb materials for "their" guy to build. They even picked the exact parking spot they were supposed to park in, in the middle of the support beams. They couldn't park there because of too many cars so they parked on the side. That is the only reason it didn't come down that day. So the "pack" you speak of is the FBI
