Some of it is conservatives who push the idea that any evil which befalls an imprisoned person is just. Some of it is a general lack of compassion. Most of it is the poor administration of the prison system in general. Gangs are allowed to rule prisons because it's just easier to let it happen than for guards and wardens to do their jobs. Fixing it would be expensive, disruptive, and require addressing a substantial amount of corruption. "snitches get stitches" doesn't' help. Each person who glorifies prison rape is contributing a little but to the problem. And 80% of Poal will say all rapists and pedos should get raped. So look into your hearts and decide: Is extrajudicial rape something that should be part of our prison system as long as some of the rapees are people you hate? If not you should write your local congress-critter and demand prison reform and anti-corruption measures.
