Many. It's been a long time since I read up on it but throughout history, the highest seats of power have been controlled by a small number of ancient families. The phoenocian/Babylonian kings, popes, the merovingian dynasties, etc. Just because we ostensibly did away with the "divine right to rule" doesn't mean these people who believe they carry the blood of the "gods" stopped thinking they were supposed to be in charge of everything.
