We should end all aid unless it's an emergency not brought on by that country itself like a volcano or earthquake like Mexico City one that demolished the place. Now New Orleans where the citizens kept voting in the assholes that just refused to fix or upgrade dykes should have the people in charge arrested before any cash is sent to help.
