Why did the Bolsheviks need an internal passport system just to go a couple miles from your house? It is all about controlling movement and being able to determine where everyone is/is going. China recently started doing the papers please bullshit, and they hit you up for ID EVERYWHERE - going into a shop, buy from the shop, leaving the shop, going back into your building... it is all to track you and what you are doing. They're rolling this and the social credit score system out in America to not only track you everywhere, but to get you used to naked authoritarianism.
