Realize that theft amounts would probably fit a bell curve. Majority of thefts occur under $1000. So you're in charge of the police dept. You see that there are X number of thefts. You have Y number of resources. There isn't a physical possibility of prosecuting everything under that amount. They've hit critical mass and will continue to decline rapidly because too many people have realized the true power in numbers, unfortunately it's the low lifes.
