In modern times it is minorities, gays, women, trans and the disabled. Pretty much anyone who is a genetic "loser" will be loyal to a one party state that offers them status. Think of all these useless people who pop up out of nowhere into legal positions, teaching, managerial roles, political positions. They are loyal, a normal self-sufficient, functional person would not be loyal. When the state endlessly talks about promoting minorities and fighting bigotry, what they are really doing is stuffing their loyal people into positions of power. The end result is what you see now in western cities.
