Sure, if your goal is to fill up a shopping cart and leave, you’re right. My interpretation is that the person did their grocery shopping hoping to check out and then was refused, so they left and started over again across town instead of putting on a mask for 45 seconds while they got checked out.

It's not about getting them to agree with you. It's about disrupting people who make you do stupid shit and Im all for it. Think of it this way: You've spent more time telling people it's a waste of time than it would take to fill up a cart. So, what's a bigger waste of time?
