The enemy can't allow it. If you want to do this you need your own energy production and electric/internet services for a whole town, you need a water supply, purification and sewer system, you need to grow enough food for everyone within, you need reasonable education services. That's the minimum and expect a global boycott, a designation as an extremist cult, and to be harassed financially and physically by the government.
