After an EMP attack, power goes down (no travel, no tech , no food chain, no surveillance etc).

The aftermath of such an attack creates a societal void where there is no law or order. How many of you would use that opportunity to "settle scores" and find those that have wronged you?

I reckon that within 2 weeks of an EMP attack, the death toll from such an event would be nuts.

You think I'm going to waste my resources to go find someone who has wronged me and do them harm!?? The cost-benefit analysis says I should just do it now while I can fill up my gas tank and take reasonable measures to avoid detection.

Seriously in the aftermath of an EMP, things will get bad quickly and I am going to provide for and protect my people, not go hurt someone else. There isn't even anyone I want to harm.
