It doesn't matter. Those downvoting the post are actually driving the post higher.
Poal would need to adjust the way it handles points slightly. Specifically, a downvote wouldn't count against your level, but a spam mark would. In short, the way the downvote button works now would become the "spam" button.

But the downvotes don't influence your accounts level. In fact, it could serve to boost your account level. Why? Because a downvote no longer means "spam," it just means "I disagree/fuck you, but your post is still relevant".
If someone creates 12 bot accounts and starts downvoting, it's as if they're upvoting every post, because a downvote is treated as an upvote when sorting.
If they did the same and hit the "spam" button 1) can't hit it until >=level 5 (or whatever) and 2) it is extreemely obvious that the spam button is being abused by those accounts, because they're marking posts which are clearly not spam/off-topic.
It's still a nice booby trap for downvote faggotards
