Both of these claims were levelled at jews historically. There are claims that jews poisoned the wells of Christian communities in medieval Europe hundreds of years ago, also claims that jews killed Christian children to use their blood in making unleavened bread for Passover (look up "blood libel").

He is only doing as he is ordered to. He isn't allowed to think for himself. If he actually "pushed the envelope" he would be removed and replaced with someone who will follow orders.
