You need to turn off infinite scroll on mobile, then it's near the bottom of the page

Get to level 6 and the option is on the right area of your screen after that. You have to get 360 points which is easy by posting popular stuff and making popular comments. I am at level 12 after 8 days and have 3 subs already. Just post interesting or funny stuff and you'll get there in a few days. I'll give your post an upvote to give you some help in your endevour.
