This is very true. At one point lb for lb Paris probably had the most art, archetechture and culture in the world.
I was there earlier this year and parts of the city are so magnificent.
Parts are also Mogadishu now.

The d'Orsay has better art tucked away in corners than most major museums have as primary exhibits. Nevermind the Louvre.
I was there about 10 years ago. It felt like they were trying to keep the central part of Paris nice and migrant free, but the whole city was being encircled by migrants in the outskirts. Did they manage to take over the center parts yet?
I have been going to Paris occassionally for nearly twenty years and seen the same thing, with the outskirts being dumps but slowly creeping towards city center.
As of this year the roughly 1st-8th arrondissements remain theorhetically nice. However, ten years ago your issues in them were the same as in any big European city, with mostly Gypsies trying to rip off tourists and such.
Now they have been joined by africoons and moslums, who are less even scamy and more straight up gibs and just trashing the place. It sadly seems only a matter of time for the center as well.
