Comments on posts can be very sparse at times. What really gets me is when I comment on a post and OP doesn't even bother up voting it. Maybe that's something silly to even notice but it just seems unpolite

Even if I don't reply to a comment I try to upvote it. It's simple politeness. Sometimes I miss out, but that's pretty rare. If you take the time to comment you (usually) deserve my thanks. (Unless you're being a tool...)

I still upvote comments when I'm mobile, and always try to reply to them later on.

There's nothing official about it. Don't upvote if you don't want to. The only 'official' voting rule is that we try not to use the down vote as an "I disagree" button.
