Going to be more specific. The emergency alert systems for stuff like Amber Alerts don't use the same system as SMS/MMS. It uses a different system that has no number and does not end up in the message apps. It's more like a "push" notification but still not exactly the same and does not use the same methods since they bypass a lot of settings on your phone.

Thanks, this is clearly an sms messages app notification, not any type of alert. I have the alerts turned off. Only the president can contact me through alerts.
