Going into this kind of wide eyed and bushy tailed. OpenAI whisper seems to be an option but I wonder what options for usage there are.

Preferably I'd like to run something locally if that's at all in the realm of possibility using a five year old laptop. The video is several hours long but is like an audio book and I thought of stripping the audio track and process that. Then I plan to convert from German to English separately if that makes sense. Ultimately I want to add the translation back as subtitles.

Anyone done something similar?

If you have Microsoft Word installed (a not too old version anyway) on your PC, look for a microphone icon in the top right. It does a fairly good job of transcribing what you speak into it, so if you have it already, hold a microphone up to a speaker of the audio and test it out.

Latest version I have access to is 2016. Still, it's an option to keep in mind. Thanks.
