That won't work, though. It requires somebody do something. As soon as that's a requirement it fails in short order. It has to be structural, like the way the Constitution made Congress to be largely ineffectual on purpose by its very nature. Nobody has to do anything for Congress to bog down, it's just human nature interacting with the institution as it was created.
