It really isn't. The CIA's main job is gun smuggling and terrorist training for regime change, and there's scores of other alphabet agencies that are itching for a marxist takeover. That's just domestic. If you think it's got to be a foreign enemy, there's more than just China. Iran & Russia, maybe, but also supposed allies like Israel, Saudi Arabia, Turkey, or others that would love to see us fall.
