Possibly, but the troops on the ground can't break the line even if they use a wedge formation like they usually would.
Without that we need a lot more people organized and layers deep.
It also means the center ranks of police formations that are used to break up protest lines, and pull people from them one at a time to be picked off and arrested, have a lot harder time doing that without getting surrounded.
